QWERTY DITTO, Power Anklet gives you 4 Extra Speed EVs every time you KO a Pokémon. When it says "lowers the speed stat" It's an in-battle thing. It works like macho brace, where as long as your Pokémon holds it, your Pokémon is slower. It's like your Pokémon has the speed of a Golem as long as Power Anklet is attatched, but once you remove Power Anklet, it will be back up to full speed
