It is diminished if you don't know how to play stall. Kevin Garrett is still successfully using stall in gen 5. Also, most offensive teams on the Smogon ladder are not rain based teams, nor do they have Mach Punch. I'd say around 3/10 of my battles on the ladder are against rain teams, while...

How does it balance the two when one Pokemon can take out the majority of an offensive team? Stall can still fair well against offensive teams, so I don't get what your point is.

Exactly. Mainly only stall can fit those Pokemon on a team. In terms of CB Roobushin, that's major setup bait for stat-uppers in offensive teams; still usable, I guess. Azumarill isn't used much, and doesn't really deserve a mention. So if only stall teams can have solid checks to Doryuuzu...
