You need to have a Japanese copy of D/P/Pt/HG/SS to transfer Pokemon to Japanese B/W. It doesn't matter if the Pokemon being transfered were from a different region/language, as long as they are on a Japanese cartridge. I have actually transfered English Pokemon by doing this. I would...

If they are in fact the starter's evolutions, then how, pray tell, does Mijumaru's final form use Shell Blade?

I didn't know any Japanese when I imported Pokemon Pearl. You'd be surprised at how quickly you'd start to recognize the kana. However, if you don't have any interest in learning Japanese (even a little bit), just wait for the English release. You'll enjoy it more that way.
