I disagree, because one of the new diamond and pearl rulings was, the phrase "basic pokemon or evolution card" now just means pokemon. They did this so older trainers could search for pokemon lv. x. If you look at pokeball from diamond and pearl, it says search for a pokemon, and a prior version...

DRE can provide two energy for a levle x if the pokemon it levled up was an evolved pokemon. i.e. DRE won't work on palkia lv.x because palkia is a basic, where as it will work on gardevoir lv.x because gardevoir is evolved.

You can use DRE on a lv.x, but it still gets -10 damage, and you can't attach it to a lv.x on a basic (cresselia lv.x, palkia lv.x, ect) You can attach it to all the lv. x that you mentioned. As long as the DRE is attached to a lv.x that did NOT levle up from a basic, it's okay.

Cresselia lv.x, glaceon lv.x, lefeon lv. x, honchkrow lv. x, gardevoir lv. x, and garchomp lv. x (most likely a reprint) will be in Secret Wonders in November, which is our DP3, Japan's DP4. In our DP4 (Shining Darkness) there will be palkia lv.x, darkrai lv.x, and dialga lv.x.

I'd play empoleon because electrivier isn't that popular (and you can play cessation crystal to slow down their setup) and empoleon has good matchups agains inferncatty and magmortar.
