It's really down to consistency... while the Garbodor goes hand-in-hand with non-ability decks, it might clutter up your deck. If you think about it, removing Garbodor would open up 6 slots (2-2 Garbodors and 2 Float Stones) that could be used to get your Magmortar/Electivire combo up quicker...
