Isn't Pokemon GO S10b in Japan, which was turned into a sub set/special set in the US?

Yes, it was. That's what I'm saying. If the Rocket set turns out to be SV9b then it's likely going to be a special set. But if it is SV10 then is unlikely that it will happen.

Also, I think Dragon Majesty in Japan was a main sub set as well, only to be turned into a holiday set in the US

There is no such thing as a main subset. It's either a main set or a subset.
And Dragon Storm, which Dragon Majesty is based on, is a subset. No main set has been turned into a special set internationally.

Main thing I want to know is if Jesse, James, and Meowth will get anything in the Rocket set. Like c'mon give us Rocket's Meowth IR featuring Jesse, James, Wobbuffet, and maybe some of their other Pokemon over the years. They deserve to still exist post-Ash and are technically mainline characters thanks to Yellow and LGPE. At the very least they should get one final card as a send-off.

As cool as Charizard is, they need to give it a break for at least a few sets. No matter what set it's in, it steals the spotlight, no matter if it's an ultra rare or not. More Pokemon need love, too!

Ok gonna say this lightly but please dont expect Heat Wave Arena to be a FIRE set and then be disappointed when it' not full on fire. Like we already know a big one in the set is Garchomp soo... Anyways if there is a chance of team rocket set being a second subset Ill take it, tho taking GO set into account that was a three in a row launch of sets April May and June. If that was the case here again maybe it wouldve been january february march lineup?

I hate how they made people excited with a fire set, then told us we were getting Cynthia's Garchomp instead. I'm so happy but so sad at the same time.

There is no such thing as a fire set. There also was never a dragon set or an electric set. People are just simple and think what they read. Again: the title of a set usually only refers to 1-3 Pokemon inside the set.
