Guy from Indiana here. I went to two Targets today and both of them had them. (Look at the individual register displays, they might only have them there.) I only bought one with my day'd tip money, but I pulled Feraligatr Prime, which made my day.

I found mine yesterday, 2/7, very close to registers. I pulled half of Lugia legend.
