Really the main thing they need to do to have every Pokemon in the same rotation is plan things out better. When Next Destinies came out and HGSS was still legal, most of the old Pokemon were ones that were already legal via HGSS-CoL. Then they picked a bunch of Pokemon like Pikachu and Riolu/Lucario for National Beginning Set when they were already in Next Destinies. *sigh*
I demand that BW9 (or BW8, even) contain Cloyster and Abomasnow and any other Pokemon that's been missing since the Diamond and Pearl-based sets, much less the Platinum, HGSS and BW ones. >:O Even Baby Pokemon, since they're all absent now. Just throw every single family with a Baby Pokemon into the same set and get them out of the way or something.

I liked the way they did things with at the start of the DP era. They opened up with three or four really big sets that, between them, covered almost all of the existing Pokemon up to that point.
Other than Kadabra (Skyridge), we haven't seen these Pokemon since the DP block:

-Mysterious Treasures: Abra, Barboach
-Secret Wonders: Shellder, Cloyster
-Great Encounters: Ekans, Arbok, Krabby, Kingler, Zigzagoon, Linoone, Clamperl, Gorebyss, Huntail
-Majestic Dawn: Glameow, Phione
-Legends Awakened: Swellow, Lileep, Cradily, Anorith, Armaldo, Castform, Regirock, Registeel, Azelf, Uxie, Mesprit
-Stormfront: Budew, Finneon, Lumineon, Snover, Abomasnow

that's true for about 95% of the cards we get, the other 5% are so utterly broken that the unplayable cards become even more unplayable
