They're promos, not a "set"
Pokemon explicitly says that ALL promos that are Bw55 and higher are still legal, so not only is N still legal, so is he other promos that fall under that category. Promos are individually numbered and not released at the same time.

And you aren't allowed to play World Championship cards
They're against the rules

Also, I would like to know how valid are Championship decks (the ones with player's signature on the cards) for usage in the format.

It's not a set. Those are the Promo Cards that were obtainable at some time through the BW era, since the BW Base Set until the last promo. There (in the list) you can see they are numbered and how you could/can get them. I think the ones you are talking about are the McDonald's Promos. Anyway, right now, the valid promos of that list (which shouldn't be linked iirc) are BW33 and higher. When the rotation comes the valid ones will be BW55 and higher iirc.

And the Championship Decks... as far as I know, you can't use those cards in sanctioned events. I don't really know about them.

** Seeing that list.. I really like Jolteon BW Promo 91 as a counter for Yveltal EX (if it even remains popular), specially with the new Eevee (Furious Fist) that evolves whenever you put an energy to it (making the process simple). Drop in a Silver Bangle and you have 180 damage on it with weakness.. One energy OHKO from a 1 Stage Pokémon to that nasty pokemon.

Anyway, I would have really liked if HypnoLaser rotated out.. that card is boring. Glad that at least Beach is out, too much money for that card.

I really prefer Raichu XY oveer Jolteon because Raichu can be splashed into about any deck you see, whereas Jolteon can't. In a pure Electric type deck, though, is not a bad idea.

Yeah, aside from Thundurus EX (for plasma decks and shenanigans), there aren't many electric pokes that I consider good.. though, I really like the new Dragonite Ex with it's "rush in"-like ability. Have high hopes for it.
 
I think Super Rod and Level Ball will really be missed in the coming format. :/
But I really look forward to some good draw supporter, we only got some decent one which are really conditional.
Something like a Claydols Poke Power from Claydol (GE), which reads like this: Shuffle 1 card from your hand into your deck, draw three cards, shuffle 2 cards from your hand into your deck, draw six cards.
