Or the people who call out on Japan for building nuclear reactors because its earthquake prone. However, I do hope if the Japanese government does begin building more nuclear reactors, the consider this latest incident (which I am sure they will).
The Tohoku area is known for earthquakes.
This shows how many earthquakes there have been in Japan since recorded history. Anything that has Iwate, Miyagi, Aomori, and Niigata has more reordered earthquakes to date. Tokyo has also had several earthquakes. Southwest Japan (Hiroshima, Okayama, Shimane, Shikoku Islands, Hyogon (thought there was the Kobe earthquake in the 90's), Yamaguchi, and Kyushu) haven't had to many devastating earthquakes.
The reason why Fukushima (most likely) was chosen as a site for a nuclear reactors is because the prefecture is one of the biggest after Hokkaido. Other prefectures who do not have active earthquakes have very limited space. That of course is based on my observations.
