Yes, PokeBeach is fine. But not another Pokemon forum.

As for egg sites and such, currently no. However, that may change. I will post an update if it does.
 
So we may link to ANY site as long as it doesn't contain an ACTIVE forum?

As long as you're not straight-up advertising it (as a Pokemon site). Egg Sites like PokeFarm aren't allowed for the moment. Non-Pokemon sites (like a Star Wars Forums) are fine as long as the Forums are active. I believe they are allowed in Signatures.

Yes, as long as it is an active, reputable forum (meaning more than 5,000 members).
 
That is in-depth lol. Anything less than 5,000 members is not ok to link.

Yes. You can even link to it as long as it has to do with the subject at hand (for example, if someone asks a question about something, you are allowed to link to Bulbapedia's page of the answer).

What about putting in a sig this: PM me for link to *Insert website name here* Is that okay?

I'd assume the answer is no, since links to your site in your sig, as well as PMing people the links to one's own site, have not been allowed ever. (Well, links in the sig were acceptable when I first joined, but hasn't been for a long while.)

No, it is a form of advertising.
 
As long as the image does not link to any other website, or is a banner or specific advertisement to any website that breaks any of the advertising rules.
 
That definitely looks like a different website but doesn't promote another pokemon site. For a signature, I'm sure that's fine.
