I don't get the point in getting the right IVs though. Pretty much everyone cheats to get those right (RNG, PokeGen), that's what really annoys me more than EV and nature focus.
RNG abuse does not equate with cheating. Cheating is taking the easy way and just modifying the pokemon (hence Pekegen is cheating, imo, even if it looks/acts within legal parameters), but RNG uses existing in-game mechanics that everyone has access to (and uses, whether they realize it or not) and no outside alterations to the pokemon to acquire them. No data modification takes place (if you're doing it right), so it's perfectly legal (and thus why it is not banned in tournaments since anyone could theoretically do it, given the time and the seed finder, which does NOT interface with the game in any way. it just uses an identical Random Number Generator to simulate outcomes in game so it can be done in the official game by only changing the DS clock). In anycase, very few people will take the time to RNG anything unless it's something they seriously plan to use competitively. anything else isn't usually worth the effort. Every legitimately obtained pokemon is generated by the game's RNG. Most of them are not generated at a time specifically selected to yield a desired set, so most of them have 'random' looking stats.

However, without external software you wouldn't know where your shiny max IV Pokémon is. This pulls out all the random chance. The game wasn't designed for that to happen!

Unless Game Freak start handing out the software to get Pokémon with RNG, in my head it's cheating... It will forever be a debate. xD

RNG is cheating and it's about high-time people sucked it up and acknowledged that.
Does it touch the game cartridge as a cheating device? No.
Does it let you trick the system into giving you a perfect Pokemon? Yes.
Does it use a third party software? Yes.

It is just the most legitimate way to cheat. Saying it's legit and not cheating when it is merely just cheating to get the most legitimate thing - just to make you feel better about doing it, doesn't mean you didn't cheat.

IV breeding isn't that hard. Then again it takes a bit of luck an some patience (usually filling up the Pokedex is a useful thing to help for IV breeding )

There doesn't need to be a debate over it, because that is essentially - and exactly how it is.
