Well first of all, the Riolu is in fact, not the rangers. The summary states that the ranger is only protecting it. And im not sure when this episode airs. But we still have two episodes before thats episode. Also its going to be 1 hour long since its going to be episode # 72 thorugh 73

Well Buizel was strong when it was caught, it was traded so thats a bigger bonus, and don't forget it just came over a victory against lucario! I think its possible!

No one knows what Riolu has around his neck, but I think it could be either,

A. A Soothe Bell that Ash gave it.

or

B. Just something its found and its stored it in that bag.

Yes he does. But that doesnt mean anything. He had six pokemon in Kanto and he still caught Krabby.

Now even if he did catch one and Oak it, think about it. All of Ash's pokemon that have been oaked right away, always came back for one or a few great battles. Heracross did. So even if it was Oaked, I'm sure it would come back for the league or for a gym battle.

Well, I think Rioulu suits Paul more honestly.

Think about it though, if Paul got Riolu, he would release no matter how powerful it was unless it evolved. And to do that, he needs to evolve it with happiness, and obviously Paul's hard training would not evolve Riolu. So thats why I doubt Paul will get one.

if the riolu is strong enough Paul might catch it. remember he got a elekid in the first place though it is a basic form.

Yes but as I stated above he wouldnt be able to evolve it since he would be able to give the Riolu happiness. Where as Elekid doesnt need happiness to evolve.
