Might be just dumb luck but I've had pretty terrible pulls (even for Legendary Treasures) from Walgreens or Rite Aid. I feel like they get leftovers from other retailers but I could just be unlucky.

I highly doubt retailers have a nation wide pack weighing scheme going on. Lol.
You could be like me, and just feel like you have bad luck with pulls, everywhere.

I remember when they were only £2.00 a pop when I was younger and I used to buy them a lot.
