Three things about your remarks.

One, how is Kadabra's attack over-powered? You discard a card and your opponent discards a card. SO? The hand advantage is nothing!

Two, Alakazam's power is far from over-powered. YOU ARE SACRIFICING YOUR OWN CARD TO STOP THE OPPONENT. Where in the world is the over-empowerment of that?!

Three, in case if you haven't realized, the confusion flip comes first because the defending Pokemon must overcome the confusion in order to attack to begin with!

This is why I think Kadabra’s Power is over-powered.

And about The confusion thing, i didn't knew confusion comes first.
But for the other 2, i still believe you shouldn't get full score from Celebi.
