Hurricane from Tornadus-T has a 0% chance of 2HKOing even with hazards up and a chance of missing the 3HKO (might need hazards not to be present for that to happen though). Meteor Mash or Ice Punch on one turn followed by Bullet Punch is a guaranteed KO, and Stealth Rock can be used if the Tornadus-T switches or uses U-Turn in order to hurt it drastically when it next switches in-Stealth Rock damage combined with Meteor Mash or Ice Punch is an OHKO.

Standard Choice Scarf Terrakion that out speeds Tornadus-T and avoids an OHKO from Hurricane or Superpower, even with SR up. It should probably use Rock Slide because it is a guaranteed OHKO after Life Orb damage, and if you're feeling risky, you can go for Stone Edge, which isn't even necessary. Good counter in my opinion. Not the best, but still reliable, even in Rain.

Hurricane to Terrakion = 77.46 - 90.74 (2HKO after SR)
Superpower to Terrakion = same amount of damage as Hurricane

Stone Edge to Tornadus-T = 132.44 - 155.18%
Rock Slide to Tornadus-T = 99.66 - 117.05%

Yeah, fairly standard yet effective counter. Chansey can tank any hit from Tornadus (including Superpower) and Twave to cripple Tornadus for the rest of the match or wear it down with Seismic Toss. SR because Stealth Rock is probably the most important mechanic right now.

Also @The Yoshi: I don't really like Terrakion as a counter because if he has taken any prior game (or if a layer or two of Spikes is up) he'll be OHKO'd. He's a check at best.

Chilledit: Tornadus' Superpower only 3HKOs, not including Attack drops.

While Rotom can OHKO with both Hydro Pump and Volt Switch (assuming rain) and can troll with Pain Split:
252SpAtk Rotom (+SAtk) Hydro Pump in Rain vs 0HP/0SpDef Leftovers Tornadus Therian (-SpDef): 113% - 133% (339 - 399 HP). Guaranteed OHKO
252SpAtk Rotom (+SAtk) Volt Switch vs 0HP/0SpDef Leftovers Tornadus Therian (-SpDef): 88% - 104% (264 - 312 HP). Guaranteed 2HKO. 27% chance to OHKO.

Note that Volt Switch is preferred, it OHKOs after two Life Orb recoils by Tornadus-T and if Tornadus-T U-Turns you also switch out after to gain the upper hand.

Anyways, here's how to counter Tornadus-T

Bronzong @Leftovers (2 Speed IV's)
252 HP / 84 Atk / 80 Def / 92 SDef
Sassy Nature
-Stealth Rock
-Hidden Power Ice
-Gyro Ball
-Toxic/Earthquake

It's bulky enough to withstand all of Tornadus-T's moves multiple times, and it can finish off Tornadus-T either with HP Ice or by doing that while Toxic-ing it. If it decides to Superpower Bronzong, it's lowering it's defenses for an incoming Gyro Ball. Toxic can stall it out with added damage per turn while Earthquake provides more coverage against Steel Types that wall Bronzong but in this situation since we're dealing with Tornadus-T, Toxic is a better option.

The EVs allow Zapdos to tank Hurricanes very effectively. Discharge, while not the most powerful option can threaten to paralyze, which is huge in OU. Roost to heal itself, since we have to assume Stealth Rock is up. Last 2 moves are irrelevant for countering Tornadus, but they give it the best coverage in OU, for Ferrothorn, Scizor, and Gastrotdon.

23.5-27.42%
4 hits to KO factoring in Stealth Rock

No, because the only hazard we assume is up at the point is Stealth Rock, so Terrakion lives. I agree it is a shaky check, but it gets its job done. I could actually even invest in SpD a little bit to take Hurricane a bit better, but it really isn't necessary.

Edit: @One Approved, I just a did a damage calc, and:

HP Ice vs. Zapdos = 37.33 - 44.12%

That's about a 70% chance to KO after Stealth Rock, and also:

Discharge to Tornadus-T = 86.28 - 101%

That's a 12.5% chance to OHKO, so unless you KO it, it will beat. It's a shaky counter.

But this game is called Counter That Pokemon, not Check That Pokemon. If it was the latter I would post my Focus Sash Alakazam for half these rounds. :)

I'm actually kind of suprised this Tornadus-T has HP Ice. You're already beating Dragonite, Landorus, and Gliscor with Hurricane, while Thundurus-T can't really take repeated hits at all. I would much rather see Taunt on that Tornadus-T

@Emvee: 4 SpAtk Reuniclus Psyshock vs 252 HP/216 Def Tentacruel (+Def) : 56.04% - 66.76% (2 hits to KO)

Tentacruel can set up a Toxic Spikes on the turn you switch in, put the second one up on the turn you Psyshock, and do the random spin on the turn you kill it. Reuniclus didn't stop Tentacruel from doing its jobs.

Tanks any hit from Tornadus with ease and fires back with a very powerful Gyro Ball because of the difference in speed. If Tornadus uses U-Turn and switches out, Bronzong can set up SR so it can OHKO from SR damage. Toxic and Earthquake are filler, but contribute to the viability of Bronzong in OU. Actually, if Tornadus uses Superpower on the switch, then Bronzong has a good chance to OHKO because of the Defense drop.

Superpower to Bronzong = 27.81 - 32.54% (4HKO after SR)
-1 Superpower to Bronzong = 24.85 - 29.28%

Gyro Ball to Tornadus-T = 62.54 - 73.57% (2HKO)
Gyro Ball to -1 Def Tornadus-T = 93.31 - 109.69% (62.5% chance to OHKO)

Regirock is actually very viable in OU because of its ability to act as a tank while it lays hazards and spreads paralysis, while tanking physical hits from multiple Fighting types in OU. This set works to counter Tornadus by taking a Superpower or Hurricane and then firing back the next turn with Stone Edge. The Superpower drop contributes to Regirock's ability to tank hits, and Hurricane is a possible 4HKO. Earthquake is filler, but is also what makes it viable in OU.

Hurricane to Regirock = 31.31 - 37.08% (guaranteed 4HKO)
Superpower to Regirock = 29.39 - 34.34%

Stone Edge to Tornadus-T = 96.32 - 113.04% (OHKOs after LO damage)

Also Bippa, if checks aren't counted for points, then why do you list the guidelines to being a check in the OP? in bold and in red? Just curious on that point.

The criteria for a counter is there because it's obviously got to do with the game. Check's definition is there for completeness.

/me thinks Teapot should wait to see the points before he gets TM83'd.

Lanturn is actually pretty viable. Not only does it check/counter quite a few Pokemon (Tornadus, Thundurus, Politoed, Rotom-W, some Jirachi, and Starmie just to name a few), it's also a good defensive pivot and can really support its teamates with Heal Bell and Scald. It's a Pokemon that's only as good as the metageme lets it. The same can be said about Ditto, Gastrodon, and Dugtrio who can all be moved to lower tiers and still be good as long as they can do their jobs.

Fun fact: those six Pokemon I listed are all in the top 15 and are major parts to rain teams.

Earthquake is all that really matters. Protect for if you need a little bit of extra health. I guess you could run Leech Seed, but it's really not needed.

Beating this Jirachi is actually pretty hard due to the chance of full para and confusion. Most of the things that can take the hits (see: Grass- and Dragon-types) will not like the paralysis or, mostly in the Grass-type case, inability to break through Jirachi.

I would post Ninetales, but Abomasnow is a pretty cool guy who doesn't mind paralysis as much as Ninetales.
