I will agree it is a little over hyped, but most of the time when people hype it, they are talking about decks like Kingdra that benefit from having Dialga G.
Dialga G can't be successfully used a lot when its not in SP-decks or Kingdra.
I agree with those list of requirements. However, there are few decks that match with those three, as a lot more decks will be reliant of on Bodies with Grass soaring up in use.
Some people give it more credit than it should, while others give it too little credit. In decks that meet the requirements, they could easily turn a bad match-up into one that is slightly in their favor, or better.
