While it looks pretty cool, I don't think it has the foil effect you're looking for -- it looks more like the extra stuff does on EX cards. I think it may be that the background is too light for the proper effect, and that there doesn't seem to be rhyme or reason for where the effect shows (it seems like it covers up Lugia in certain places but not others).

I'll try darkening the background. I pretty much based the placement on some pictures I got of the Japanese Shining Gyarados and Shining Magikarp. The sparkles appeared in a circle, and some on the top and bottom border... The sparkles are pretty random! xD I'll fiddle with the lighting of the backgrounds and give the sparkles some more shape. =]

To the best of my knowledge, on the Japanese versions of the Neo 3 Shining cards, the effect is actually on most (if not all) of the card. The "placement" of the foil effect dependent on the camera angle/how the light reflects. However, it's much more prominent in the background within the image box -- I'd make sure the opacity is set lower on the non-background parts. That should probably give the effect you're looking for. =]

I think Ho-Oh looks pretty cool with the holo treatment.
Even though it's not perfect, I think I'm going to keep the shining cards this way.

Cards are looking nice; however, there are some areas that could potentially be improved with the latest card. The Ho-Oh card seems to be dark all around, which I am guessing you are trying to give it a certain effect. Try lighting some areas up and see how that works. Another thing is that a Pokemon Power could have been added to seem complimentary to the Lugia card.

One thing I would still fix is that because fake cards are usually meant to look "scanned in," is to reduce the sparkle effect on the rest of the card and keep it predominately in the background (and not really overlapping the Pokémon at all). The effect you've created looks like you took a picture at an angle and the sparkle is from a flash, not so much a scanner.
I'll dig up some pictures for you as examples.

Just thought I should point it out so others don't have to...you got a little typo on Jumpluff's Mass Attack. "tigmes" should be "times", I'd assume.
But I really do like the Jumpluff. It combines the best parts about the Jumpluffs from SW and HGSS...love it.

I did just noticed that you only need 1 energy on the entire Jumpluff line to be able to attack...lol Is that way too broken? I don't play, so I'm not sure.
