I don't know many parents that would buy their kids a $60-$80 card without knowing what it is first. However, that may just be around here.

I don't think you're adequately putting yourself into the shoes of an average parent. I propose this analogy:

Lets say tomorrow Nintendo started making working DS's, and DS's that were just a shell, meant to look cool. The real one is referred to a DS, while the shell is referred to as an "s DS" You don't watch video game news, so you haven't heard about the shell. You see an auction for a "Nintendo DS Unopened" for $150 The picture shows the DS working and everything. And the auction describes "this auction is for an official s DS made by Nintendo"

Would you really catch it? What reason at all do you have to be suspicious? For all you know "s" means "silver," or "sealed" or maybe it is just a typo. All you know is your Kid asked for a DS for his birthday, and you hope he'll really use it (but not too much, as to become a couch potato)

An electronic device is one thing, what I am saying is that most parents don't go out a pay $70 for 3 pieces of cardstock when they are not knowledgeable on the subject.

Yeah, that was a pretty good analogy with the ds, could've been better, but it was good. I think sellers should state they aren't legal for competitive play. Given sellers may not know that. If they don't they should be more than willing to refund the money. But there are always dishonest people out there.

So I didn't realize it until I went to report an item for excessive shipping, but you can report an item for deceptive title. The *Super Rare Luxray* scammer definitely qualifies for reporting under that condition.

Its under:
listing policy violations -> Misleading title -> Inadequate or non-descriptive title

I suggest lots of people report that guy so ebay looks into it.

Boo, he's just trying to save some money on ebay fees. If ebay didn't charge an arm+leg for final value fees, maybe sellers wouldn't do this.

Anyway, yeah, people should report these people trying to slyly hide the fact that their product isn't legal for competitive play.
 
I actually wrote a short guide a long time ago on eBay to help prevent people from getting ripped off in this way.

People used to try (still do, I imagine) to sell those WC Lugia EX's and such for $50. Didn't think it was right then and I still don't. However I do think as a buyer or seller it is good to be informed and take a close look at what you're buying/selling before you buy or sell. Fact of the matter is a lot of parents buying for their kids or new players aren't informed about these things. Best thing you can do is report some of these listings and spread the word to others of how these WC cards are sold sometimes, and how they cannot be played.
