By cut, ducktamer meant that the centering of the card is off. Miscut cards aren't always a sign of fakes, but a lot of fakes tend to be cut very badly.
If you compare the Lucario to the scan on Pokebeach, you can see that the Energy symbols and the font of the text are not consistent with a real card's. The fist in the Fighting symbol and the eye in the Psychic symbol are both a lot bigger than the same symbols on an authentic card, which is one of the telling signs of a fake.
