Actualy it can't learn those three starter moves (Frenzy Plant, something fire, and something water, because of its Ability not being one of the three starters. Also Mew can't learn some Dragon move, cause it is not a Dragon type...)

And Mew IS catachable, via Nintendo promotion (without hacking)
