Well, I see were you are coming from... Arcanine, Blaze, Windie, does have unusualy high stats and his hex value...aswell as the anime sceen. One thing about the english name, it comes from Arcane and Canine, I doubt the number nine was intended. Gardie does look like a baby form more than a base form aswell, look at him in Ken art and his classification, Puppy Pokemon, he is too kyoot. I doubt a connection between Mew and Windie, but because of Hex values & the Bill eppy, I do think he was a legendary. Cute-Mew, what would the hex values of all G1 legendaries & Gardie be? Might have more insight there.

The birds are farely far down, 49, 4a, 4b. Dragonite is 42, no were near it's lower forms, Growlithe is 21, Gyarados is 16, after Mew and Arcanine, also a alpha legendary? Magikarp is far away from it, 85, looking at the hex values, alot were after thoughts, hardly any are in evoline order. I am starting to assume that Mew was not originaly going to be a legendary, don't know why though.
