Basic idea of mewtwo celebi, start with celebi forrest breath dce to mewtwo or torndus and hit hard early on.

Pokemon
3x Mewtwo Ex
3x Celebi Prime
1x Cleffa
3x Virizion
3x Tornadus
1x Regigigas Ex

Trainers/Supporters/Stadiums
2x Super Scoop Up
2x Junk Arm
3x Eviolite
2x Switch
3x Pokemon Catcher 2x Dual Ball
3x Professor Oaks New Theory
3x Cheren
2x Professor Juniper
2x Pokemon Collector
2x Seeker
3x Skyarrow Bridge

4x Double Collorless Energy
12x Grass Energy

Mr. Treecko out.

-3 virizion(what is virizion for?)
-3 cheren (if you are not going to play virizion)
-2 dual ball/collector
-1 super scoop up

+2 dual ball/collector
+1 Celebi
+1-2 junk arm
+1-2 terrakion
+1-2 N

Might have forgotten some things but I hoped I helped. :D

^What!!! My little bro runs a deck just like this with Virizion, and that Leaf Wallop is the most single annoying attack ever...

My suggestions
-2 Super Scoop Ups
-2 Dual Ball

+1 Terrakion NV
+3 Fighting Energies

Terrakion allows the revenge kill to hurt even harder on electric decks. Fighting is in case of a tough situation... Looks good other than that.

Well, many MTC decks that I've seen don't run virizion since celebi is usually the starter and tornadus and mew two are the main attackers.

The thing is, That Virizion is an under-card. Most people think it sucks, while in reality, it's really good. I looked at another thing and looked closer at the deck, I've got more for you

-2 Celebi Primes

+2 N

The format is now dominated by Basics. Celebi Prime is no longer that amazing. There are granted, a few stage 1, and 2 decks, but If you plan on running this for states, work more with basics.

That's just IMO this is your deck, you do what you want to it.

Ok, here we go.

-1 Mewtwo EX
-1 Cleffa
-3 Virizion
-1 Gigas EX
- 6

+1 Shaymin UL
+1 Smeargle
+1 Terrakion
+1 Shaymin EX
+1 Celebi
+5

-2 SSU
-1 Eviolite
-3 Cheren
-2 Collector
-2 Seeker
- 10

+2 J arm
+2 Juniper
+2 Dual Ball
+1 Switch
+1 PONT
+2 Pokegear
+1 N

+ 11

-3 Grass
+2 Fighting
+1 N

There you go.

Celebi is not used for its attack but for its poke power to attach two energies per turn to one of your attackers. You want as many celebi as possible to start as the active pokemon so you can set up a lot faster. I think that 3 virizion seems like a bit too much if it is going to be used.

Ok, going off the list in the OP.
remove:
1 Mewtwo EX
3 Virizion
1 Gigas EX
1 Cleffa
2 SSU
3 Cheren
4-5 Grass Energy
2 Pokemon Collector
2 Seeker
Total: 19-20

Add:
1 Celebi Prime
1 Shaymin UL
1 Shaymin EX
2 Junk Arm
1 Switch
2 Dual Ball
1 Catcher
2 Pluspower
2 Professor Juniper
1 PONT
2-3 Pokegear 3.0
Total: 16-17

Dual ball is better than collector in this deck because it allows you to use a draw supporter. Pluspower allows for return Mewtwo Ko's easily. Maxed catcher is crucial for destroying your opponent's setup. 4 Junk arm is a necesity. Pokegear allows you to hit those draw supporters. 4 Celebi prime makes you start with it more.
That leaves you with 2-4 free spaces. I suggest Terrakion (if your meta has a lot of {L}), a bit more energy (12 is waaay too much though), recovery cards (super rod, revive, energy retreival) or maybe a smeargle if your finding inconsistency. Hope I helped!

Oh, one last thing. I CANNOT believe people are thinking you use Celebi for it's attack! That's worse than people thinking you use Mewtwo EX for psydrive! What is the world coming to...

I would leave the Virizions in if I were you...
Celebi is a free KO most of the time, and starting with only Celebi and loosing the coin flip could cost you the game quick.
Dual ball is NEVER better than collector, you'll only pull it off about half of the time, if that...
Terrakion would help I think with the RKO, you'll need prism energy for him tho...
:)

Virizion is garbage for this deck as it doesn't really do anything that something else in this deck does better, remove them all. Lines should look like this instead.

Pokemon
3 Celebi
4 Tornadus
2 Regigigas EX
2 Mewtwo EX
1 Shaymin EX
1 Shaymin UL
1 Smeargle
1 Terrakion

TSS

4 Junk Arm
4 Juniper
4 Oak
4 Dual Ball
3 Catcher
2 Supporter Search (Poke Gear/XTransceiver)
3 Switch
3 Eviolite
2 N
2 Pluspower

Energy
4 Double Colourless
9 Grass
2 Fighting

Numbers don't add up but you get a rough idea of what to include. Pretty self explanatory.

Terrakion = Revenge Killer for most parts.
Regigigas = Early game wall, hits for 80 T1
Tornadus = Typical early game attacker, hits 80 T1
Celebi = Energy Engine
Smeargle = Gets you out of bad starts if you have them, otherwise don't search him out
Mewtwo = Counters Mewtwo, receives blown energy from Tornadus
Shaymin = Moves energies
Shaymin EX = Late game revenge kill on EXs

^I'd just replace smeargle with a fourth celebi because you want it to be your starter to start loading energy onto tornadus so it can be ready to attack by T1 or 2.

I'd definitely go with 4 celebi. it gives you a higher probabiliy of starting with it and to me it usually will be better than smeargle.

Occasionally things go bad with failed Dual Balls, lack of draw support or just bad hands in general. Having the insurance of something that nets you a greater chance of getting a supporter is always good. Better than Cleffa since it isn't an attack and takes advantage of SkyArrow Bridge. Whenever I've played the deck, I've never needed more than two Celebi, even though you want to improve the chances of starting with it as opposed to other Pokemon, the increased chances from 3 to 4 are so negligible that your deck benefits more from having insurance like Smeargle than a 4th Celebi.

Attacking turn two pretty much justifies the use of Smeargle since the deck has such a good chance of attacking first turn.

Yes, but if you start with smeargle, then the earliest you can attack is around T3 if you don't use DCE since you don't have an energy accelerator to help you set up.

No, you can still start attacking turn1 or 2 with tornadus/ mewtwo you only need like a dce and one energy

But I think it would be faster if celebi was the starter so it is almost guaranteed that you start attacking T1. You could attach a DCE to tornadus and another leaf energy and you already set up tornadus. With smeargle as a starter, you can only attach 1 energy or DCE the fist turn if you don't have an energy accelerator so you will usually attack around T2.

I could easily see someone starting with Smeargle getting out a tornadus with a dce then skyarrowing to celebi then switching to tornadus using 2 supporters

I'd rather just start with celebi. I think there is a reason that most MTC decks don't run smeargle, though sky arrow bridge gives it an advantage. I thought you supported the 4 celebi.
