Minun and Plusle Dark EXplorers

Relying on Cleffa to stay alive is relying way to much on luck. Tyrogues, Mewtwos, ectr. can OHKO Cleffa T1 and instantly win. Cleffa survives ON A COIN FLIP, and can easily be catchered for a prize just like Minum. Minum may require energy, but he's almost always going to be run with Eelektrik, who can just get it back.

Relying on a Cleffa to stay alive is MUCH more reliable than relying on Minun. 60 HP is not much in this format; Minun WILL quickly get Knocked Out. Cleffa at least has that chance of survival if you decide to Eek.
 
Cleffa is already unnecessary in any deck running Eelektrik (most lists don't run Cleffa), so you wont be using Cleffa in the first place in Zekeels. In addition, they both aren't going to last long, active or benched. And just because Cleffa is asleep doesn't mean the opponent wont get a prize. They can just catcher a Tynamo and kill that instead, leaving Cleffa there to be catchered kill later. Besides, how many times would you need to use either one of these cards? You use them in the very beginning (T1-T2), and they're done. Also, let's not compare apples to oranges, remember, one is for draw power and one is for spreading to make easier OHKOs. I'm not saying one is better than the other, they have different jobs in the first place.
 
Still, that's only if you run Cleffa, and a lot of lists don't.
Keep in mind that Cleffa and Minun do different things, again. One is hand refresh, the other makes it easier to get OHKOs.

-is used T2
-can't set up multiple future OHKOs in one move

Minun is really the only pokemon with the ability to do a full spread T1.
The question I have is:
can a deck be built specifically for using it productively, and if so, what is it?
I'm thinking Zebstrika and Minun, along with Eelekrtik. You can snipe Eels for an OHKO and you can trainer lock. You can more easily use Zekrom EX for a OHKO on Mewtwo EX and Zekrom can OHKO Terrakion, ectra.

Exactly how my Zebstrika/Spiritomb deck works. And it DOES work. With Raikou EX and Minun in tow my deck can also OHKO any Genie or Virizion T2
