I don't get how you win with the above strategy. I've tried it, but when something like that happens, you usually end up with 4 players who can't complete a color and the game never ends. Then again, we only play Monopoly if we are at least four people, so it might affect the trick. And of course, there's always the luck factor.
Personally, I always try to complete a color. It doesn't matter if it's the two first or the two last, having a color before others can get one usually does the trick.
