Raikou LV.57 - 80HP [L]
Basic Pokémon

Search your deck for a [L] Energy card and attach it to 1 of your Benched Pokémon. If there's a Stadium card in play, search your deck for 2 [L] Energy cards and attach them to 1 of your Benched Pokémon, instead.

[L][L][L] Lightning Blast
Discard all [L] Energy cards attached to Raikou and choose 1 of your opponent's Pokémon. This attack does 60 damage to that Pokémon and discard all Energy cards attached to that Pokémon. If Raikou has any Special Energy cards attached to it, this attack does nothing.

RAIKOU's roar is what is heard right after a lightning is seen.

Poké-Power: Thunder Roar
Once during your turn (before your attack), if Raikou is your Active Pokémon and Lightning Field is in play, you may choose up to 2 basic Energy cards attached to the Defending Pokémon. Your opponent attaches those Energy cards to 1 of his or her Benched Pokémon. This power can't be use if Raikou is affected by a Special Condition.

[L][L][C] Magnetic Crush 10x
Discard any number of cards from the top of your deck. This attack does 10 damage for each card you have discarded. If this attack Knocks Out the Defending Pokémon, choose your opponent's next Active Pokémon. Either way, Raikou does 40 damage to itself.

Put this card onto your Active Raikou. Raikou LV.X can use any attack, Poké-Power, or Poké-Body from its previous Level.

Synergy: Weird things... recoil 30, 1 for 30, protection if the stadium is there... 3 for 70, discard stadium... Then you ignore if you level up... Weird. :/ -2

Zapdos: T-tar EX UF has a better version of said effect. -.5
First attack+Gardy EM/some other damage-remover= broken... -1

Stadium: BROOOOOOOOOOOOKKKKEN!!! That would make every archtype in the game. Tech Lightnings into a Flygon EX deck, 100 plus spread. Eggs, add a Lightning with the Fightings and make it extra painful. T-tar EX

I don't really like half-points LH, esspicially on the last round, so I am forced to round it up.
Unfortunatley, that makes it a tie. Which isn't good. I hadn't wanted, or excpected another round of this headache :/ I'll update with the Tie-Breaker round when I feel better.

SM: You could've just wrote "bolt" and this nightmare would be over :p
 
Alright, the requirements for the the TIE BREAKER ROUND FOR 1st!

Make a delta Pokemon
It must have weakness to it's own type (the type on the card you make, not its regular type)
IT can't already have a delta card.
Be creative.
It can't have a baby
It must have a resistance
It must have a retreat cost.
It can't be from sinnoh.
It must be fully evolved
It must have a poke-body
It must have 2 attacks.
It must have custom weakness, resistance and must have a level that makes sence.

Please, please make it original. Good luck to both SM and PMJ. May the best man win!

As long as Politoed has no damage counters on it, if an attack would Knock Out Politoed, that attack does nothing to Politoed.

L - Splash Beats - 20
Draw a card. If your opponent has at least 3 Pokémon in play, draw another card. If you have more Prize cards remaining than your opponent, draw another card. If Politoed has at least 4 damage counters on it, draw another card.

LLCC - Poli Finale - 130-
If Politoed has 6 or less damage counters on it, this attack does 130 damage minus 60 damage.

It gathers groups of others as their leader. Its cries make POLIWAG obey.

It's stage 2. I thought great effects were allowed for them? Eh. Maybe I should have given it a cost of LC instead.

As for the Water Resistance, well, it's unique. And Politoed does resist Water, does he not? I mean, as long as it's not Psychic or something, shouldn't it be okay?

- signs are only for Karate chop or such, which loses base damage in a steady manner, and will for a while. -2

Weird number. 130 is NOT a number that you would see normally. I legally can't make you lose points for that... but anyway.

And 100 is tiny for a DP-era Pokémon, make it something like 120. Actually, 100 is tiny for many EX-era Pokés too... even the SKR one had 110. But then, the Neo one had 100... -1

Beautifly d Lv. 38 HP100 - F

Poké-Body: Unveiling powder
Each player player plays all of his/her prize cards face up.(These cards remain face up for the rest of the game) This poké-body's effect cannot be negated and stays in effect even if Beautifly is knocked out.

(F)(C) Suck Swap 30 - You may switch one of your prize cards with one of the cards in your discard pile.
(F)(F)(C) Blaze Vacuum 30+ - For each pokemon in each player's prize cards, this attack does 10 more damage. Flip a coin, if heads, Beautifly takes damage less equal to the number of prize cards remaining.

It's wings are designed to attract prey so that it would catch them more easily.

For the Final Round, my favorite Pokémon:

Swampert d LV.53 - 120HP [G]
Stage 2 - Evolves from Marshtomp

Poké-Body: Stealth Rock
As long as Swampert is your Active Pokémon, whenever your opponent switches his or her Active Pokémon with one of his or her Benched Pokémon, put 2 damage counters on the new Active Pokémon.

[G][C] Loud Roar 20
Your opponent switches the Defending Pokémon with one of his or her Benched Pokémon. Then, flip a coin. If heads, the new Defending Pokémon is now Paralyzed.

[G][C][C] Final Punch 50+
If the Defending Pokémon already has at least 2 damage counters on it, this attack does 50 damage plus 20 more damage and discard an Energy card attached to the Defending Pokémon.

It can swim while towing a large ship. It bashes down foes with a swing of its thick arms.
