Well, it probably wouldn't matter, considering that I was enough of an idiot to forget to take out two rather than four.

I took off the points for the presence of the word "would". "Would" is primarily a future tense word. I'll leave it as 148, since that still means you only got one mark off for it.

Basic Pokémon

Poké-Power: Chatter
Once during your turn (before your attack), if Chatot is on your Bench, you may flip a coin. If heads, the Defending Pokémon is now Confused. If tails, your Active Pokémon is now Confused.

[C] Pluck 10+
If the Defending Pokémon has a Pokémon Tool card attached to it, this attack does 10 damage plus 20 more damage and discard that Pokémon Tool card.

It can learn and speak human words. It keeps rhythm by flicking its tail feathers like a metronome.

I can't anything wrong with the card. Round of appluase for this brilliant cardmaker. Though, only 3 Basic cards so far can do 30 for a single energy... maybe more, the wording may be different.

Pokemon must make sense to have free retreat (Onix=NO)
Can't be (M), (R) or (W) type.
Must be an evolved Pokemon, or a non-evolving basic.
Can't be a Pokemon that evolves from a baby.
Must have 2 attacks
Can't have an attack costing more then 3 energy

The Defending Pokémon can't retreat during your opponent's next turn. Flip a coin. If heads, your opponent can't attach Energy cards to the Defending Pokémon during your opponent's next turn.

It sends signals to others by carving odd patterns in frost-covered trees and ice.

149. The only fault is the fact that it's 4 damage counters, with a 20 damage from Dark Boost, that makes it somewhat broken. Putting 3 is high enough. Everything else is perfect. Imagine Skamory EX with it...

If Froslass and the Defending Pokemon have the same number of Energy attached to them, discard all Energy attached to the Defending Pokémon.

Whenever you feel a sudden shiver, it may be an invisible FROSLASS breathing down your neck.

Looks like a very annoying tech... which looks like it's all it is.

There's something wrong with it, I just don't know what it is. Something about that second attack... I'll just put it on 149.5 because the second attack is just really powerful... or really weak.

You do realise that it means it has to have 5 energy cards to do 60? Not worth it. Only things that need that are things like Crawdaunt EX, Meganium EX, Flygon EX, Charizard EX... so lower the number. 52
Bottom stats: Most Latias have about 1-2 retreat cost. 13.

Well something seems strange, but I can't find any errors, 150

This round is not over yet, so don't reply unless your still doing a round 2 entry

However, here are the next round requirements

A stage 2 Pokemon.
Must have an attack requiring 2 (C) energy only (no other energy types).
Can't be (P) or (C).
Must have atleast 2 retreat Cost (and has to make sense, so Dodrio=No)
Can't have a power or a body
Must have 3 attacks
No two attacks may have the same amount of energy in the energy cost.
Can't be a dragon type pokemon in the DS games(too many Pokemon like that)
 
I know it was the defending Pokémon. It's just that it'll never be able to hit 60 because no one will be stupid enough to charge up a card with 5 energies unnessecarially, which the ones that do require it will kill you before that.

I'd just say 149, the fact that there is no base damage on the second attack results in confusion about what the second attack does. After some thought, it's probably either 60 and Poison or 40, double 10, and retreat block. Actually... I have no idea.
