Trust me, nobody cares about your internal percentage levels. As far as the mods are concerned, if a thread is reported, they look at it and assess the rationale behind it being reported, and then act accordingly.
Now when you reported it today, the reason you cited was, and I quote:
I'm not even sure how to interpret such a reasoning so my verdict is I'm personally not going to do anything and you're going to have to try your luck with some other mod I'm afraid. As I mentioned earlier, what you see here is how MLP:FIM discussions go. As far as my assessment of the thread goes:
- The people here aren't trolling the entire forum with MLP:FIM content
- The stuff going on in this thread has yet to descend into any open hostilities
- This is not a favourites thread (trust me if it were, it'd be insta-locked)
- If merely posting pics and doing nothing much else counts as "lack of discussive value", I'd say better report the beach member pic thread and collections pic threads as well.

Saying this thread is a "free license to be dumb" is like saying the "How unfair is this" thread is a free license to whine and moan about every little problem in your personal life, which btw is exactly what everyone is doing there.
I will concede maybe this thread isn't exactly high on discussive value, which is why I said earlier try your luck with another mod (omahanime and myself have already let this thread slide) and keep your fingers crossed. I personally see no harm in this thread, at least not yet. But I do monitor the thread (and if someone else locks it, I won't unlock it) if it makes you feel better.

You can't go hardliner on either extreme end of the spectrum. There has to be some compromise
If intelligent discussion were all this forum is about, over half the threads here wouldn't deserve to exist and would be locked faster than that thread DNA made to express his disbelief that all pokemon are oviparous.
Conversely, if this forum had zero moderation standards, we'd get tons of threads like that thread DNA made to express his disbelief that all pokemon are oviparous.

That's mostly cos it's Flash. Surpassing the 25FPS limit of traditional TV since 1996. And of course because it's done by Lauren Faust. She can do magic when given animation tools. It's one of the 2 reasons the show's reputation precedes it (the other reasons being 4chan)

Lauren Faust is also one of those people who tends to actually listen to her fans and make them happy. That's what I like about her stuff the most~

Well, to tell you the truth, I actually like her and the only episode I watched so far is "Feeling Pinkie Pie" and I laughed hard at Twilight getting angry (Pokemon Reference FTW!
