Well, Elekid and Electabuzz are too similar in the game, so that pretty much narrows it down to either Zapdos or Chinchou.
The odd one out is Chinchou. It is not related to any Pokemon found in the Power Plant (FireRed) or Route 10 (HGSS), nor was it obtainable in FRLG alone. It's also the only one of these four that could be obtained by diving, not to mention its inability to learn Swift from a Move Tutor in PtHGSS.
