As far as I know Rhyperior was banned for whatever reason and Ninjask was a secondary account they made to circunvent the ban so it was banned also.
But yeah, I don't see how or why is it worrying that they didn't contribute to this. I think we have made a fine job as it is.
Seems like Gym series 4 promos might actually be in this set. I have updated the core set and we have closed on 91 cards. Still missing one tera card but that might be them just considering Forretress ex from the secret rares. We'll have to see some english card numbers to speculate further.

I feel like the press release is just wrong. Doesn't make sense as to why there's another SSR cut or where another tera ex is coming from.
Also you say 091/091 but I only count 87 cards - what are the other 4?
As for SRs, unfortunately Brassius and Atticus will not be getting them since there is no space in the JP set before SR Judge. Really sucks. Furthermore, there can only be at max 4 others after Judge, if not 3 which also means that Youngster won't get one and even Nemona might miss out unless they condense the Students into 1 card.
Really crap from TPC. Quite a number of Gen 9 Pokemon missing, now not all supporters getting SRs.
Oh Seadra, Tadbulb, Larvitar and Polygon are missing from the graphics list.
Oh good. Latias has been added to the partial set list. Maybe this will be a good set after all. Mime Jr.'s inclusion is a welcome boost because it means that once Paldean Fates is released, it will be six down and ten to go regarding the Baby Pokémon as they have already released Cleffa, Elekid, Magby, Bonsly and Mantyke respectively, the second of the five was a nice surprise, so I'm happy about that.
It has happen before that the press release contained different listings to what was actually in the set, so I don't exclude the possibility that it might be wrong. It's such a weird listing they made.
I suck at japanese so I didn't try to actually test what cards might be cut from the candidates. But yeah, I think Students might be actuall just one card.
And I really think they fumbled this one. Some of the older pokémon don't really have that much of a relevant card to be in the set instead of some gen 9 pokémon. Also, I wish they would stop giving special cards to pokémon (and supporters) that already got them. Use others instead. Why did we need another Arven SIR when they could've used another supporter that doesn't have one?
Out of interest, what helped you decide to add Latias to the prospective set list?
Lack of cards. Without the series 4 promos and Latias, there was no way to get to the 91 cards (even with the reprints added).
But I've seen people on twitter saying that leakers are saying that those cards are not in the set, so idk. We'll have to wait for some of the cards from the actual set to be revealed to see if they fit or not.
If I were you, I would take the leaker's word with a pinch of salt, as a leaker is someone who has unauthorized access to certain things extremely early. Riddler Khu is a perfect example of this.
Without the two baby shinies that shouldn't exist (likely Gimmighoul and Gholdengo) it seems like the numbers align without problem. So that 11 shiny exs in the press release was actually wrong and there shouldn't be any more exs cut for promos.
TCG leakers are usually people that work in the printing factories, It's too unlikely that anything will change once cards are already in production.

Surely Cofagrigus is cut as well then. Such a random inclusion.
But if you think Garganacl is out, then would mean the Gym Promo 4 cards are all out again. Bringing in Venusaur and Blastoise only adds 4 more cards - reprints of Bulbasaur, Ivysaur, Squirrel and Wartortle.
Not enough to replace the 6 non-ex Gym Promo cards, Maschiff and probably a couple more that were evolutions of Gym Promo 4 cards.
You know what? Since Arven and Team Star Grunt got reprinted for no reason in OBF, I think that there will be loads of trainer reprints.
Removed everything from gym series 4.
Adding Venusaur and Blastoise line plus the never rotating itens (Crushing Hammer, Energy Retrieval, Energy Search, Energy Switch, Great Ball, Exp Share, Pal Pad, Poké Ball, Pokegear, Pokemon Catcher, Potion, Rare Candy and Switch) we can get to 90 cards. Still missing one.
I still think you could add regular Forretress ex to the set, so we'll have 3/3 Tera Pokémon
