I'm in the United States, and it's on my Global Link Account. The C-Gear Skin is called V for Victory, and the password is VICTINI2011

I'm having the same problem, this is the second time an international C-Gear skin has been released that hasn't been international.

Well it's available in the United States, and they say it's available in Australia too, so maybe it's just available in the United States, and Australia.

I just headed for PGL and saw the news, and noticed a new article.

The maintenance on November 15th will last longer (2am to 8pm, Eastern Time) than usual, and during this time they are going to be adding the "Rugged Mountain" area. This was already announced for Korean Global Link users, and it's apparently been announced for North America as well.

I don't know if anyone else has received this news, so could people outside the US say if they've gotten something like this yet?

Added Croagunk codes for Europe and Germany (for the Pokemon itself and the C-Gear skin).

RUGGED MOUNTAIN IS NOW AVAILABLE INTERNATIONALLY. Just log into the Global Link to get it.

Winter Decor catalogue released. It's available Nov 17 2011 up to Mar 1 2012 for the password, which is NPWINTER. So far I think only US people can get it.

It contains 3 items: Candy Table, Candy Window, and Snow Pikachu. The first two are based on candy canes; the last one is a little 'snowman'.
All 3 items are free upon acquisition of the catalogue.

Well, upon initial release it was only available for those with US accounts. That doesn't mean it would be permanently US-only, as your post now has just evidenced.
