21 runs of the level 3 training is exactly 252 EVs (also 63 of the level 1 training, if you think level 3 is too hard. The middle road is 21 lvl 2 trainings mixed with 21 level 1 trainings). If you lose count, find a reset bag, then save. After saving, use the bag, write down the numbers, then reset without saving, thus getting the exact current EVs to resume counting from.
Regarding the random bags you find when on the base screen (not in the regimen list): Team flare bags makes finding new bags easier (same as if your pokemon was resting). the ___ bag S (ie: HP bag S) raises by 1 EV, the M bags raise by 4 EVs and the L bags raise by 12 EVs. Pure white bags are Reset bags and will clear all EVs off the pokemon used for.
A quick trick for getting started Super training a pokemon with no EVs yet: Do a level 3 regimen with a fully trained pokemon until you get about 3 L size bags of the first stat you want to train on the mon with no EVs. Then, use the 3 L size bags on the un-trained pokemon to give you a head start on the actual regimens (will boost your points gained each shot as well), making it easy to do nothing but level 3 regimens from the start (which makes EV counting as easy as counting to 21 rounds minus the number of L size bags you use).
