Arceus does JUST THAT. In fact, a lot of legendaries do as well. The issue with roaming legends (especially Raikou), is that combined with an already bs capture rate, you have two things that can screw you up. He can flee at any moment, leaving you with with anything that has meanlook, spider web, block, or is a wobbofet. Then, he has ROAR, which bones you anyway. Thats more than tedious, it's damm near infuriating.
Are they supposed to be hard to capture? They are legendary, so yes. But like someone said about the artificial difficulty in the Johto region (difficult to grind for low level gyms and Elite 4), GF is pushing it with these roaming legendaries. Either fix the catch rates so you don't waste up to 40 balls, or make them stationary. They're weaker than the main mascots, so why are they even harder to catch?
@Ramsey, sometimes, a single typing is better, because you have less weaknesses to deal with. While it would be cool to have a grass/dragon, we don't need 2 grass starters to get screwwed by Ice again.
