I think rounding to Tens is a better Idea. If you actually could do 16, 38, 23, etc. Then you would need a Crud-Ton of Dice. Or, is it a Typo?

It is generally a good idea to have accents on 'Pokemon'.

Metapod may be a bit OP. If you have two you can get 2 to 6 energy on your Pokemon in one turn... four can power up nearly any Pokemon even with full tails. Maybe you should add a 'You can only use one Awaiting Evolution ability per turn' or something and probably reduced the 3 energy to 1/2 and do nothing if you don't flip heads.

Its odd behavior inspired the art of miming. It may seem stupid but it is a very intelligent species of Pokemon.

I can imagine Mr Mime being a bit OP with Rush In and switches. Maybe doing something about 'retreating by discard Energy'.
