That Abomasnow is very cool; and definitely unique, but I'm not too sure if players would find it worth using. An equal trade off of 2 damage counters may be small, or the right amount, but your call.

Abombasnow could be used for knocking out weak bench Pokemon, If the opponent has a Pokemon with 20 HP or less on his bench its lights out for sure.

I think I'll bump it up to 3 damage counters though. Pokemon seems to like using 3 damage counters when it comes to gimmicky damage abilities (BC Duskinoir)

I am wondering why you would have this as a Deoxys D drawback, without effect:

Maybe you should have a 'if heads' benefit.

Deoxys D is like Wailord: A tank.

If it had an OP Attack then everyone would use the 240 HP Deoxys EX and it would effectively break the format. If the attack was "Flip a coin. If heads, your opponent can't attack during your opponent's next turn. If tails you can't attack". Deoxys D and Fliptini or whatever the reflip card is would be the best deck in existence. Nothing can even touch it.

Two things:
Shelgon's ability is basically useless, as the effect only lasts until the end of your opponents turn. This would be how the ability would play:
YOUR TURN - Has 60HP left. Activate ability, now 110HP left. Attack.
OPPONENTS TURN - Attacks for 70 DMG, 40HP Left.
IN BETWEEN TURNS - Ability ends, Shelgon has -10HP left, KO'd.
See how this renders the ability useless? You probably should make it 'at the end of your turn' instead.

Salamance may be a bit OP. One shotting EXs like that may be a bit too much for a [R], [W] and DCE energy. Maybe just lower the attack by 10 and 10 respective, or give a decent drawback, like discard all/3 energy.

Torkoal is very OP. Inferno Fandwhatever can return energy, with the help of some energy retriever, and overheat kills basically all non-EX, and with bangle, it kills basically all EX.
It probably should be shrunk down to ~100
