It looks like we all started with 24 armies, then Guy automatically added one to each of the states. Since Batui and Zyflair have one more state they had 16 left and the rest of us has 17 left. So, you can place up to 17 armies anywhere, and you already have an army on each place you control.

wait what? Since when do you get reinforcements on your first turn in Risk? I would have put more armies there had i seen it coming.

Yeah, but I'm pretty sure you don't get reinforcements on your first turn. THat's in the rulebook somewhere, I'm pretty sure.
