The free retreat helps Emolga as you can easily move it up if you don't have a set up Pokemon, or if in eels you want to attach to a bench Pokemon (not every eels player uses Emolga and can easily use SAB).
-Shaymin requires 2 basic energy cards, while Emolga only requires one The second attack doesn't matter really. Few decks will spend the energy for it
-Emolga's attack does less damage but only 10 less if you get tails on Shaymin's attack Same as above
-Shaymin could possibly heal 30 damage though Same as above
