That's not really a given tbh. In Ultra Prism we had Palkia and Dialga GX, while Giratina was left as a Prism Star, while in Dragon Storm, we had Reshiram and White Kyurem GX, while Zekrom and regular Kyurem was left as holo cards. Groudon and Kyogre GX could happen, but they could definitely also be just holo cards!

There are no other UB's that don't have a GX except Poipole but it's evolution does so I honestly don't know
