That sounds like it. It's similar to the 15th Anniversary Pokémon Center set.

Yes, there are several stores which sell singles. Are you in Japan now? If so I can hook you up with some good stores to go to.

I wouldn't really say there is a cheap source for JPN sleeves, unless you do Yahoo Auctions JP. Ami Ami is a great place or poly_100 on eBay, are the best bets.
