What happens to the Pokemon you fail to capture using the PokeShifter? I can't remember what happened to two of mine that I transferred over, but I only successfully captured four of them. Are they gone forever or are they just back in the old game I tried transferring them from?

I'm going to answer this question since no one has yet:
Black City instead has trainers that have fully evolved Pokemon from older gens, and they can be rematched once per day. Many of those trainer's Pokemon are those that give 3 EVs when defeated, so I believe that is what is meant when you can train EVs in Black faster.

In Black version, there is a version-exclusive area called Black City. (In White version, the White Forest exists instead.) White Forest lets you catch a bunch of Pokemon from older gens, at level 5 or so I've heard.
Black City instead has trainers that have fully evolved Pokemon from older gens, and they can be rematched once per day. Many of those trainer's Pokemon are those that give 3 EVs when defeated, so I believe that is what is meant when you can train EVs in Black faster.

Guys, I need help with Black City. It took me 19 days to arrive there and when I reached it all I had was a Pokémon Center and some buildings at the top-left corner that I couldn't even enter. I didn't even have the actual Black City shop! I heard that this is caused by messing around with the DS clock but I've never messed around with my DS clock. Is there a way to fix this without inviting people from White Forest? I don't want to rent a copy of Pokémon White from Blockbuster just to get myself some citizens.

^ I'm having the same problem, although I do have White. You could possibly talk to everyone in the Pokemon Center for a few days straight, but I doubt that that will work. It's a really flawed system.

do you use rare candies for your EV training? Becuase im freaking out that i might screw up my EV's if i battle a random pokemon or trainer. please help

no i know that i mean when i've battled and gotten my Ev's i would use a rare candies to level faster with action replay BUT my AR cant update sooo, do you know a way to still get ev's without screwing them up?
