That means that you can access Sacred Shrine already, and so can BrOken with his Herdier. If anyone else has a Normal-type, they can get to the Shrine straight away and now can make their vows.
In Sacred Shrine
A small weather vein sits amidst a collection of berries, dedicated to the creator by some trainers. The weather vein has a steel Unfezant on it, which spins around in the gentle afternoon breeze. Suddenly, the speed increases and it whirs until it is a blur of moving metal. Shortly afterwards, Thundurus, Tornadus and Landurous briefly arrive, contacting Arceus that there are some talented trainers that he must attend to and see their vows. Arceus floats down, a golden aura surrounding him, and his agile feet touch the ground lightly. He glides over to the weather vein, and dismisses the trio. Today, he is Ice-type, with the Plate surrounding him in a decorative fashion. He smiles and waits for the trainers to arrive, snacking on the berries that he has been given.

thefleeee vowed that he would eradicate Toxic Cave of its psychic pokemon in exchange for all his pokemon leveling up to 30 and a Metal Coat in order to eveolve scyther

Although Arceus can't speak verbally, he also has telepathy, like Darkrai and Kirlia.
'Ah, Rahul. I have been expecting you. Your vow has been granted and will be watched closely, but remember - there are 20 of those pests, including some very strong Pokémon, with the most powerful in the centre of the cave. If you encounter it last, you might be strong enough to defeat it, but you will need all the skill you can muster...'
Arceus passes Rahul a severe look.
'For he is Mewtwo, most powerful of all Pokémon. I may be the creator, but Mewtwo is the strongest of us. I wish you luck and I bid you farewell.'
Just as Rahul turns to go, Arceus glows and a Metal Coat appears in front of Rahul.
'You can have this now - you'll need it if you want to beat Mewtwo, after all.'
Then, Arceus turns back to the Shrine, where he waits for his next visitor.

'Dusk, that is a hefty challenge. You do realise that they are Level 100 each? Perhaps you should put in extra effort to train. If you get rid of Heatran, I will give you 30 Rare Candies, which will help you defeat Darkrai, but be careful - he can kill.'

OOC: can I ko MORE than 1 pokemon per post
IC: Rahul moved swiftly towards the toxic cave after giving scyther the metal coat evolving it into a SCIZOR.
Immediately after entering the cave, Rahul encountered a grimer which he dealt with swiftly. "Scizor use Xscissor and Larvitar use rock slide"
With that 1/20 of the pokemon required were KOED
Rahul progressed deeper into the cave for a while until a GASTLY, HAUNTER, and GENGAR showed up together.
Rahul knew that Mewtwo was sending these pokemon from the center of the cave and Gengar would be one of the harder ones to beat.
Rahul went for an easy approach, without any hesitation Rahul sent out all his pokemon and said "Scizor use X-scissor and Larvitar Rock Throw on Haunter and Gastly, Togepi use metronome on Gengar and Tyanmo use shock wave on Gengar"
With that attack both Haunter and Gastly had fallen increasing the KO count to 3/20, 17 to go
Gengar had made fast work of Togepi which was now KOED and back into Rahul's pokeball
Gengar looked like the attack had not damaged him whatsoever
"Scizor use metal Claw and larvitar use Rock slide, Tyanmo use shock wave" Rahul said
The simultanous attack seemed to confuse Gengar and KOED it
With that the count had risen to 4/20 with 15 more and Mewtwo
All of a sudden a voice popped into Rahul's head and spoke Interesting that you propose a challenge towards me, but you propose no threat at this point so BUZZ OFF AND GET OUT OF MY CAVE FOOL.
Rahul was taken back but accepted the challenge gladly

Yes, it's fine to KO a few sensibly, but don't go too wild - I want this challenge to last for a couple of days.

Nero walked though Fauna Forest in search of the shrine. He didnt have any normal pokemon with him, but he was not going to waste his time on a pokemon he didn't want. His hopes were that the shrine would accept him anyway. And if it didn't, well he doesn't need arceus anyway

IC: Ben walked slowly towards the Sacred Shrine. Arceus saw him, and then he remembered his mission. "M-m-m-my vow is, is to, umm, get rid of Darkrai's Army. We can't have any attacks like on the Beach anymore. I'll find a way, even to just weaken them a bit, but I'll take on that challenge" Ben said, shaking. "What I would like in return, I dunno, but I'll think of something when the time comes."

As William approached the shrine with his new kanghaskan, he saw arceus look into his eyes,it was so cold. He felt like his teacher scratched her pedicure on the black board. He said as fast as he could with his eyes closed "I vow to return to emolga, and train it with all my ability,I cannot stretch that enough". Arceus had closed its eyes in approval.

Arceus grants the two new vows, bidding the trainers farewell. The secret to Sacred Shrine is that it's invisible without a Normal type, but it can still be found if you search and find the feeling of the weather vein. Arceus expects that Nero will find him soon enough, and make his vow.
