Xdogking is pretty close since Lapras' maximum damage potential is 30.

Wailord can hit for up to 100 iirc, Hitmonchan is at 50 as is Scyther, and Mew can use any attack of anything in play so...yeah.

Think of something with lower maximum possible damage output than Lapras.

I'm assuming damage output means actual damage? Would placing damage counters count?
