Exceggutor can be arguable, as there have been some cases with it having more than 3 heads.
So I'll go with 6 with Exceggutor. If he is not included, 5.

those black dots on Regigigas' face are it's eyes. Eyes=more than 6

Okay, that's enough for this question. None of you got the correct combination.
However, I am giving 2 points to Syneptus because he came the closest (and the rest of you forgot Dugtrio). The only mistake he made was including Scizor. All other answers he gave are correct. I'll give 1 to Xdogking as well because none of his answers were incorrect and he came close.

Galvantula - 6 eyes; all on the same face (2 large ones and 4 simple ones)
