I gathered up all clues, now lets see if I could give it a shot.

"Two little fish,
Each endowed with magical powers.

Two little fish(WPM says to us to use the adjective on the first line, so it should be "two little kids.")
Each endowed with magical powers.(WPM says to not refer this to the internet so this should mean "these two kids were given magical powers.")

One accepted all with a warm glow(One kid is very kind and used his power for them.)
Its opposite exerted anger and rage.(The other kid is very selfish and angry so he uses the powers for his own means.)

The first grew to love(The kind kid has grown being kind.)
The second grew to hate.(So the bad kid grown being with hatred.)

Magic is given to those who are accepting of everyone(Only magic will be kept by the kind kids.)
Magic is given to those who positively impact the most with what they are birthed.(Magic is also given to those who help the most people when they re given magic.)

It's an old folktale. If one remains unfaithful, it turns to bubbles. If lives are changed, its life is payment for the magic of others.(So if the bad kid keeps hating, the kid will have no power and if the lives helped by the good kid change, it's life's payment from the good kid.)

Let's relate now, certain members will have a chance to become a mod. Some of these mods will help others while the other mods don't. The mods will continue to help and the other mods will not. So magic is given to those who accept everyone and help a lot of people. So the bad mods will have their power taken and the members will be thanked by with the good mods.

Should of probably taken away my summary but, Myles got there, a bit as WPM stated. Meaning these little fish refer to those people that pop on your shoulders or may just be kids as stated in my summary. Also, Spirit of Mew has a good summary, I do get that bubble part.
 
Two Magical Fish... One accepted all with love, the other was full of hatred (paraphrasing of course). What does that sound like?

I think it has something to do with that thing WPM mentioned at the creation of the site and after it crashed then later on.

The above posts contain some important information, and for someone has some form of intelligence, maybe able to figure out the answer.

If you are serious about figuring out the answer, keep the above things in your mind as you think. If they are not related to your answer, your answer is wrong.

Anyway, I have yet to form any ideas from the above "hints" but if I come up with something, I will post it here.

Unknown's is looks a bit close, though.

With the amount of Noobs that go directly to the fan creation section, it wouldn't hurt.

I like Porygons thoughts, maybe it is some sort of clue to implament a new sort of good member normal member bad member type of system, like ranks to an extent. Good members get certain privelages, not as high as a moderator but something like that to an extent. Normal memembers have a normal forum, and bad memembers have a few privilages taken away. A plan like that sounds good to me, and might be worth looking into, the spelling and grammar ref thread seems to be some sort of beggining to something, or at least in my eyes it now appears that way.
 
I wish someone could PM me with all the mod stories.

They seem so interesting. What's the four stars? :)
And also, what's a strategist. What powers do they have? :/

Anyhoo. Two little fish. That's the members of Pokebeach. We are little compared to the staff. Now. We ALL have magical powers.

That's right; our spelling and grammar reputation. We all have the power to say what we think about one another.

One fish was warm and accepting of all. This fish must have spoken very correct English, and used the system properly while nudging members with bad grammar in the right direction.

The second got lots and lots of negative grammar reps, making him raging, angry, and full of hate. He misused the system to get back at those who gave him negatives.

Only those who strive to perfect their English and use the system properly will be given magical powers. Those who are the first fish will be rewarded, and those who resemble the second fish will be turned to bubbles.

This is worth a shot, I think.
 
The problem with Myles' theory is that we aren't going to hand out "magical powers" to everyone who has good grammar and spelling.
 
Right on that, though maybe we can tweak it a bit. Like giving the power to helpful people 'with' good grammar and spelling.

Eh. I'm not really going to look too far into this riddle. But I honestly lol'd at like. Every page of this thread. It's absolutely hilarious. <3

On a slightly related note... Who said the riddle automatically has to have something to do with modship? It could be about a fishing trip WPM wants to organize or something. :S
