Because it still keeps the Speed from Vigoroth. When it evovles, the stats from the other stages stay with the Pokemon
It's not that way with scizor... it evolves all that happens is it loses speed, and it's attack and defense get split up...
Because Scizor is more defensive, being part Steel, while Scyther was all about quickness
How about a porcupine Pokemon? But I wouldn't count Sandshrew a porcupine. Something a little different.
