I sent PMJ a message detailing how much free time I had, how much of it I would be able to put into the game and what idea I had for the game itself, meaning story and role concepts and whatnot. I said that I didn't really care whether or not it was a main game or a Spinoff, and he gave me an option between the two. But since games take multiple months to do on average, and I would be after both the one going on now and the one after, I chose a spinoff instead.
And... That's about it. I assume PMJ talks it over with his Mod buddies, and they decide whether or not they want to give you a game in a relatively short amount if time (I suspect KA was quite the advocate of mine hosting a game, much like Senator Shockwave was to Orion Pax in the early days of the War on Cybertron).
I have a piece of advice for you if you want to host a game; start making roles before you are accepted, not after. Making good, non broken and just as colorful roles is a lot harder than it sounds. This gives you a considerably larger amount of time so that you can look at the rules and make necessary changes, as well as work on the fluff.
