Should of probably taken away my summary but, Myles got there, a bit as WPM stated. Meaning these little fish refer to those people that pop on your shoulders or may just be kids as stated in my summary. Also, Spirit of Mew has a good summary, I do get that bubble part.

That was exactly what Andyman was doing. We should all accept one another though. But I don't get it, WPM refers to "little" as a clue. I don't think it has anything to do with letters.
