Notice most match-ups always side the card or deck you're writting about even if it doesn't make much sense. Maybe it's just there to make the card look good. Match-ups aren't necessary really. Anyone with more than half a brain could figure out the better deck.

E-bay is crazy. Die hard collectors go there. You can't just get a base set charizard and sell them off to some random guy for 200 US Dollars. My local store values it at RM25. The new secret rare one is priced RM20 I think. It's all up to the buyer. How much he's willing to pay.

Usually cards that have a pokepower require you to do whatever written regardless if you fit the conditions or not. My guess is that the same works on dusknoir. However, cards that don't need you to do all that's written would usually have the words 'if you do, then' written on it.
