You could use reprints of a card. Like using the omastar from sandstorm was made legal because there was a reprint of it in power keepers. Same goes for every cards including energies. A reprint means the exact same card through name, HP, attacks and so on. The only difference is the art.

The tin lv.x is a POP version of the original. It is easier to get hence worth less. They both can be used in tourneys so don't fret although they are of different versions. If I were you I'd take the tin ones as you can save A LOT of money.
