Lickitung evolves into Lickilicky while knowing Rollout even though Lickitung knew it in Gen 2. They can really do whatever they want, they just seem to prefer to introduce new methods, so level up with Pink Bow is just as likely as anything.

I really don't see how Hurricane could be useful on Mewtwo.

It just knows Psystrike, Aura Sphere, and Thunder with Hurricane. It doesn't really matter what nature it gets since Hurricane doesn't provide any sort of coverage that's better than other options it has.
